In the beginning of December, 2002 a small booklet "The Kyoto Protocol: Mission Is Possible" was published; it was
prepared by the Russian Regional Environmental Centre conjointly with the "Environmental Defense" organization and the Wild World Foundation.
This booklet prepared by the group of authors (Berdin V.H., Danilob-Danelian V.I., Kokorin A.O.,
Kuraev S.N.)caused the great interest of the journalists and is even used as a working material
in the State Duma
and Presidential Management.
Brief and comprehensible even for an unprepared reader description of the issue
allows to know about the problem of climate change, mechanism of the quota trading,
obligations of the countries in the passed international treaties.
The main ideas of the book:
1.
SO2 emission reduction is ecologically justified - due to emission reduction of the conventional
pollutants and firing reduction - no matter how large is real role of the
SO2 man-made emission in the process of climate change.
2. The ratification of the Kyoto protocol would cause economic benefits for Russia due to
the attraction of additional funds for necessary modernization of generating capacities,
increase of energetic efficiency and environmental safety.
The booklet "New threat: global warming means an increased risk for infectuous deseases in
Russia" was published.
The edition distributs free of charge during the main events devoted to the environmental protection and the problem of climate change. The booklet is also available in the RREC office.
The research was made on the basis of the analysis studying how the infectuous deseases growth
depends on the climate factors. The correlations between local morbidity outbreaks and the
weather conditions unusual for the region, the influence of the climatic factors on the
geographic range of desease originators and transmitters are explored.
The booklet brings up the problems of direct influence of climatic factors on the public health,
the change of natural locus deseases map, the worsening of epidemiological situation as
a consequence of natural and man-caused disasters induced by the climate change.
The problems brought up by the authors are in many respects unique on a global scale, that is why
the edition will be published both in Russian and English languages.

"Gas or coal" is name of new brochure. It enlightens technical,
environmental ans social-economic aspects of Russian energy development.
Economic considerations given in the booklet among others take proper account of
such factors as the influence of the combustible products on environmental
situation and public health.
Talking about strategic priority of the natural gas and coal used as a fuel, the authors
touch upon the whole set of problems connected with each variant, they show the changes of
energy budget in historical prospect and modern tendencies of energy changes in foreign countries.
Another important (and not attracting enough attention) factor is the necessity
of technical reequipment in the energetic industry. The modernization of main
productive capacities is inevitable because the depreciation of existing manufacturing equipment
is close to the critical point, but such modernization may be accomplished by several scenarios,
and the right choice in choosing one of them is very important because the sluggishness
of the energetic system is extremely high and the changing of the energy budget structure
should forestall it on several decades.
Economic and technical grounds for choosing natural gas or coal as a preferable kind of fuel
give the obvious priority to the natural gas, while the reasons of environmental safety
and industry influence on public health point to the role of the natural gas as that of
the only fuel in near-term outlook, which would provide industrial developement with the minimal effect
on environment and public health. International obligations coming into force in case of
Russia's ratification of the Kyoto Protocol may sugnificantly increase the importance of the
natural gas as a fuel with the least factor of unit emissions of greenhouse gases both in the
home market and for export, what is profitable for Russia as for the owner of world's greatest
deposits of natural gas.
