The concept of the second grant program was approved in 2004.

The goal of the program was development of civil society in Russia and strengthening of the role of the public sector in solving environmental problems.

205 proposal were from 54 regions of Russia were accepted within the program. The most active organizations came from Far East, South and Central regions of Russia.

42 proposals from 28 regions received funding which amounted to 227.5 thousand euro in total. More than 35% of the projecst covered remote and rural areas.
