Environmental impact assessment and public participation

Within the framework of this thematic area RREC assists in development of business-projects based on the principles of sustainable development and with consideration of the interest of local communities, environmental protection issues and development of territories.

RREC also consults public, defines approaches and mechanisms for dissemination of information, regulates existing disagreements, involves local communities in discussions of possible business projects impact on the environment and society.

RREC provides legal support for the business projects and assists in developing mutually beneficial solutions for business and public sector.

For instance, in 2003 RREC organized public hearings for the project on construction of the section of “Amur” federal highway Chita-Khabarovsk, conducted independent analysis of environmental impact assessment for the construction project of St-Petersburg Ring Road in collaboration with the European Bank of Reconstruction and Development.

In 2006-2008 RREC led legal support for “Taseevskoe” project in Chita Oblast, which included development of gold mine, construction of plant and tailings storage facility for extraction and procession of gold ore.

Since 2007 RREC coordinates public control over trans-boundary project Nord Stream.
