Environmental issues has been always one of the inarguable common values of Russia and EU, as protection of environment requires joint efforts and coordinated efforts regardless policy differences.

Energy problems are today among the most acute issues at the international arena and one of the subjects within G8 Dialogue. Since recently energy discussions of G8 Group have becoming more oriented towards development of sustainable energy solutions.

The RREC has paid central attention from the very beginning of its existence to the climate change issue. Even before the Kyoto Protocol had become effective, the RREC acted as a negotiation ground for promotion of the ratification of the Kyoto Protocol by Russia.

Within the framework of this thematic area RREC assists in development of business-projects based on the principles of sustainable development and with consideration of the interest of local communities, environmental protection issues and development of territories.

An administrative reform is going on in Russia, implying among other things transfer of a considerable part of power from the central government to the local selfgovernment bodies.
